1. What is Kuwait EER Registration?
EER (Energy Efficiency Registration) is Kuwait PAI official energy efficiency registration control system for energy-consuming electrical appliances. All compliant products must complete registration and review on the official TABEE platform, obtain a registration number and a unique energy efficiency label, before they can be legally sold and cleared in Kuwait.

Kuwait has officially included all LED lighting luminaires in the mandatory EER energy efficiency control catalog!
Effective August 17, 2026: All LED lighting products exported to Kuwait must complete EER energy efficiency registration, affix the official energy efficiency label, and provide the required clearance certificates in advance. Products without proper certification will be prohibited from customs clearance.

· Light emission as agent in chemical/biological processes (polymerization, photodynamic therapy, horticulture, pet care, anti-insect products)

· Pet care lamps (aquarium, terrarium, etc.)
· Anti-insect lamps
· Disinfection lamps
· Tanning lamps
· Display optic lamps (>12,000 lumens): stage/studio/theatre/TV/photo lamps, flashlights, projection lamps
· Lamps marketed for operation with batteries only
· Lamps marketed as part of a product whose primary purpose is not lighting
· Products Exempted for Technical Reasons
· Blended HID Lamps: With specific UV/visible radiation ratios (250-400nm ≥6%, 630-780nm ≥11%, 640-700nm ≥5%)
· Double-Capped Fluorescent Lamps: Diameter ≤7mm (T2 and below); diameter 16mm (T5) with power ≤13W or >80W
· HID Lamps: CCT>7000K; specific effective UV output >2mW/klm; non-E27/E40/PGZ12 caps
· Non-White Light Sources (not complying with white light definition)
· Limited Labelling Requirements:
· Lighting products intended for use in projects (not displayed or sold through point-of-sale)
· Must have a special label (generated by PAI system) printed or affixed to individual packaging
· Shall NOT be displayed and/or sold through point of sale
TER Energy Efficiency Registration Certificate
Long‑term product registration, valid for 1 year.
Purpose: product registration and generating a unique EER label.
One registration can be used for multiple shipments within validity.
TIR Batch Clearance Certificate
Single‑shipment clearance document, valid only for one batch.
Purpose: mandatory customs clearance at destination port.
Separate application is required for each shipment.
Common Pitfalls & Quick Guide
Strictly NO model number misuse: Each product model has its own unique TER registration number and label. Mismatched model parameters or certificate misuse will lead to 100% customs inspection failure.
Labels must be properly affixed: The EER label must be clearly affixed to a visible part of the product body. Blurred, detached, or modified labels will be deemed non-compliant by customs.
Plan ahead, done wait until the last minute: Application volume will surge after the new regulation takes effect, and review cycles will lengthen. It is recommended that lighting companies complete registration 1-2 months in advance to avoid shipment delays.
Prepare complete documentation: It is recommended to prepare both Arabic and English versions of manuals and nameplates to ensure smooth customs clearance.
